The ANSI 107-2004 American National Standard for High-Visibility
Safety Apparel  and the ANSI 207-2006 American National Standard
for High-Visibility Public Safety Vests can be purchased through LSI

    Listed below are several links that will help you as you evaluate
    your work conditions to determine which class of vest is right
    for you.
   
Listed are the clarifications from the ANSI 107-1999 to the ANSI
107-2004.
  • Speed does not determine the Class of vest needed for your
    employee.  A competent person should do a risk assessment
    to determine what Class of vest is needed (See Section 6 E
    from the MUTCD and Section 6 D.  You can always check with
    your State Dept of Transportation Safety Officer for useful
    information. Should you need names please call LSI for that
    information.
  • Class 3 confirmation that sleeves must be added to the
    vest to qualify as a Class 3 vest
  • How to determine Proper measurements when using Retro-
    Reflective material as apposed to using a Combined-
    Performance reflective product.
  • Proper 3rd party certification forms must be filled out on
    the Appendix D  form section of the ANSI 107-2004
    Standard, no matter if your raw material is manufactured in the
    US or Overseas.
  • Clarification on Company logo's and their proper placement.  
    No logo can interfere with the 360% placement of
    reflective.
  • Manufactures design certificates that must be filed out
    by all manufactures of the garments . Each design will
    need a separate certification for the smallest size offered.
  • Head wear with the exception of hard hats has been
    added to the standard
Recent Developments
After a request by the National Traffic Incident Management
Coalition, in December of 2006, the ANSI High-Visibility products
committee  approved a new standard for high visibility safety vests.

This standard (ANSI 207-2006) is somewhat different from the 107
standard in that it addresses the needs of public safety personnel
while they are performing their "emergency" job responsibilities.  
PLEASE NOTE THIS STANDARD IS FOR PUBLIC SAFETY
PERSONNEL ONLY.

The major differences in the new 207 standard are as follows
  • There are identifying Logo colors based on job description.  
  •  Red for Fire Departments personnel.
  •  Blue for Police.
  •  Green for EMS workers.
  • The background material requirement is 450 square inches
    not the 775 that is required for the ANSI 107-2004 class 2
    standard.  This change was due to the fact that these workers
    need the ability to have free access to the emergency  items  
    typically worn on their belts.
  • Optional features not addressed in the ANSI 107-2006
    standard may be incorporated into the design of the vest.

  • Identification Panels
  • Pockets
  • Breakaway features.

FHWA published a final rule on November 24, 2006 (in response to
Section 1402 of SAFETEA-LU) that establishes a new Part in Title
23 CFR  Part 634 that requires workers to wear high-visibility safety
apparel while working on or near Federal-aid highways.  Compliance
date on this ruling is November of 2008.  
FHWA took this action to
decrease the likelihood of fatalities or injuries to workers who
are exposed either to traffic (vehicles using the highway for
purposes of travel) or to construction vehicles or equipment
working within the rights of way of Federal-aid highways.
